The tour operators are companies that set up holiday packages for different groups of people. They would then contact the travel agents and update them on new packages and then the travel agents sell the package to customers. Thomas Cook and Thomson are examples of mass markets. You can also have specialist tour operators that organise packages for one particular thing only. An example of a specialist operator is Mecca Hajj, they provide packages for this event only for Muslims that wish to go on a pilgrimage. Domestic and outbound tourists would use the Mecca Hajj website.
